Education and Teaching

José Antonio Muci Borjas is an attorney graduated from Universidad Católica Andrés Bello in 1986, with Specialized Studies in Administrative, Tax and Procedural Law from Universitá La Sapienza, Roma (1986-88), University of Miami, United States (1994) and Universidad Católica Andrés Bello (1996-98). As Guest Professor-Researcher, he furthered studies of Bilateral Investment at Universidad Carlos III, Madrid (2005-2006).

He is Tenure Professor at the Universidad Católica Andrés Bello in which he has taught Administrative Law since 1988 as well as Tax Law.

José Antonio Muci is Member (Individuo de Número) of the Venezuelan Academy of Political and Social Sciences.

He has authored over forty essays and legal books, including Potestad Reglamentaria y Reglamento, La Excepción de Ilegalidad, El Derecho Administrativo Global y Tratados Bilaterales de Inversión, El Abuso de la Forma Societaria (El Levantamiento del Velo Corporativo) and Retrocesión en la Expropiación Forzosa. He has been a member of the Editorial Board of the Public Law Magazine and Consultant to the Scientific Council of the Administrative Law Magazine.

Professional experience

Throughout his career José Antonio Muci has advised and defended the interests of national and international clients in business, commercial and corporate operations of diverse nature.

He has also represented his clients before state administrative authorities in charge of the supervision and control of banking activities, the securities market, air transportation, foreign investment, free competition, antidumping as well as consumer protection, among many others.

In addition, he has defended the rights of his clients in judicial procedures of notable complexity before the Venezuelan Supreme Tribunal and administrative, tax, civil and commercial courts.

In the arbitration field, José Antonio Muci has acted as counsel and expert witness in investment arbitrations before the International Centre for Settlement of Investment Disputes (ICSID), as well as in commercial arbitration procedures. He is an arbitrator in the arbitration centers of the Caracas Chamber of Commerce (ICC) and the Business Center for Conciliation and Arbitration (CEDCA).

José Antonio Muci works as the Managing Partner of Escritorio Muci-Abraham & Asociados since 1992.

He is a member of the Board of Directors of Mapfre Venezuela. He also served as Member of the Board of Directors of Banco del Caribe, in which he also held the position of General Counsel (2008-2016), Sociedad Financiera del Caribe, Bolívar Banco Universal, Seguros American International, Seguros Venezuela, Americana de Reaseguros, bbo Casa de Bolsa and bbo Servicios Financieros.

In the judicial area, he has worked as Reporter of the Court First for Contentious-Administrative Matters (1989) and Co-Judge of the Appellate Court for Civil and contentious Admistrative Matters of the Capital Region (1989-1990).
